Jenny Tsynn

Jenny Tsynn studied law at Martin Luther University Halle-Wittenberg in Halle/Saale and at Southwest University of Political Science and Law in Chongqing (People's Republic of China). As part of her legal clerkship in the state of Saxony-Anhalt in the district of the Higher Regional Court of Naumburg, she spent her elective period at an international commercial law firm in Almaty (Kazakhstan). Jenny Tsynn has been admitted to the bar since 2017 and has since then focused on advising on all issues relating to public procurement law. After several years of advising on public procurement law at an international commercial law firm, Jenny Tsynn joined petersenpartners (formerly PETERSEN HARDRAHT PRUGGMAYER) in 2025. She provides comprehensive advice on all legal issues relating to public procurement and is the point of contact for both public contracting authorities and companies participating in national and Europe-wide tendering procedures. Jenny Tsynn supports public contracting authorities from the development of legally compliant and economically viable procurement strategies through the implementation of tendering procedures to the legal safeguarding of the award decision. She develops practical solutions for complex procurement law issues. She supports companies in participating in procurement procedures and in enforcing their legal rights under procurement law. Jenny Tsynn regularly participates as a speaker at lectures, training courses and seminars on procurement law.
